Overall goal:
To see CFBL in Sudan (South Kordofan State) and Tanzania (Rukwa and Dodoma Regions) enjoy recognition and inclusion in social structures and have sustainable educational opportunities that
positively affect the quality of their life and their development as human beings.

Background
In Phase 1 of the IE Programme, implementing partners targeted bringing together various stakeholders to identify barriers for learning and the synergy required to address them. In Phase 2,
the programme emphasised a reflective practice as catalysts for implementation of IE. In this third phase, the programme looks beyond the implementation period and focusses on the sustainability of the benefits of the entire IE Programme. The civil society (CS) groups take lead in advocacy, collaboration with FDBs, and IE service delivery, while local partners offer technical and advisory support from the background. The project is funded by Civil Society in Development (CISU) and led by IAS DK.

Description
The first programme outcome sees local implementing partners acting as catalyst for CS groups to gain capacity for IE advocacy from the grassroots level to the national level. Key strategic
approaches for achieving this objective include IE advocacy capacity building for the CS groups, which involves: strengthening evidence-base for advocacy; restructuring the existing advocacy
pathway at the National Education Coalitions (NECs); collaboration with alliances of organisations working on IE; CS groups engagement with the community, government institutions, and
policy makers. The second outcome anticipates that for sustainability and continuity, CS groups take a central role in collaborating with FDBs in promoting the inclusion of CFBL in social structures and their countries’ educational systems. The key strategic approaches for achieving this outcome include: collaboration between CS groups, FDBs and MDBs; modelling of best practices for IE launched by CS groups; strengthening of the existing Assessment Centres/Assessment Model Schools (AMS) to be Inclusive Education Resource Centres (IERC); collaboration with CFBL to implement the self-advocacy initiative Voice of the Child; strategic service delivery targeting the promotion of inclusion of CSEN and girls.The third outcome brings innovation to the promotion of IE in fragile contexts through a nexus approach targeting peace building, infrastructure development, and IE service delivery, and is targeted for Sudan and South Sudan only. Strategic service delivery for this intervention will involve the identification and assessment of children affected by civil war, insecurity, breakdown of ordinary support mechanisms, and the provision of counselling services for trauma healing. Selected CSEN and girls will be trained in children’s right and self-advocacy. Equipment and assistive devices for
CSEN will also be provided.
